《9+9国际旅游合作联盟协议书》在榕签署

　　11月13日，在第二届“海上丝绸之路”（福州）国际旅游节启动仪式上，国内9个海丝沿线城市旅游部门联合9个国家旅游机构代表共同签署了《9+9国际旅游合作联盟协议书》，将通力合作，共同搭建对外展示、优势互补、互惠互利的全新旅游区域合作平台，建设21世纪“海丝旅游路”。

　　9个国内城市分别是：广州、南京、宁波、扬州、烟台、泉州、漳州、莆田、福州，9个国家分别是：加拿大、澳大利亚、西班牙、泰国、斯里兰卡、阿联酋、希腊、塞浦路斯、马耳他。根据该协议，“9+9”将共同建设“海上丝绸之路”旅游网站，出版旅游主题书籍、制播主题旅游宣传片，整合联盟城市特色旅游资源，打造世界级旅游精品路线，此外，还将促进各联盟城市及其所属景区、酒店、旅行社之间的交流合作。

　　西班牙瓦伦西亚市旅游机构代表在接受采访时表示，他认为“中国是最重要的市场”。国外做旅游产业的方式和中国很不一样，他们正在一点一点地适应中国的旅游方式，以适应中国的旅游市场文化。非常感谢这次海丝旅游节的举办，让我们更多地了解中国和福州的旅游市场，与中国的同行学习到更多的旅游市场知识和发展方向。9+9的形式在他以前的工作中从未遇到过，“这是一种全新的模式和工作方式”，通过这种方式，他相信更能加强外国旅游机构对中国旅游市场的了解。（省旅游信息中心 文／陈枫 图／黄婷）

9+9 International Tourism Cooperation Association Agreement

21世纪的全球各国，正在努力谋求共同发展的经济模式。中国的21世纪海上丝绸之路，串联起世界各地的港口、海峡，把中国谋求和平、发展、富强的心声传送到了沿线各个国家和地区。当前，旅游业已成为全球第一大产业，是联系全球的和平产业，更是落实“一带一路”倡议、追求区域合作、互联互通的重要产业。

In the 21st century, all countries in the world are pursuing an economic mode of common development. Chinese 21st Maritime Silk Road connects ports and straits all over the world and spreads Chinese wishes about peace, development and prosperity to various countries and regions along the road. Currently, tourism has already become the largest industry in the world, which represents a peaceful one connecting the world and a significant one in implementing The Belt and Road Initiative and seeking for regional cooperation and interconnection.

为提升海上丝绸之路沿线城市旅游整体形象，推动区域旅游经济发展，充分挖掘“海上丝绸之路”沿线国家和城市的旅游合作潜力，推动海上丝绸之路沿线城市旅游业的互鉴互学、共建共享，我们本着自愿、平等、公平、信用的原则，共同搭建对外展示、优势互补、互惠互利的全新旅游区域合作平台，成立9+9国际旅游合作联盟，并达成以下协议：

We are dedicated to uplifting the overall tourism image of cities along Maritime Silk Road, moving forward with the development of regional tourism and economy and fully exploring tourism cooperative potentials of countries and regions along the road. We also focus on improving mutual studying of tourism of these cities and enhancing their co-building and sharing. Under such circumstances and based on the principles of voluntariness, equality, fairness and credibility, we jointly establish brand-new tourism regional cooperative platforms for external display, complementary advantages, mutual benefit, and found 9+9 international tourism cooperation association and conclude the following agreements:

一、成立9+9国际旅游合作联盟秘书处，负责筹备、主持会议等日常工作；

1. To establish 9+9 international tourism cooperation association secretariat, being responsible for preparing and hosting conferences and other daily work;

二、建设“海上丝绸之路”旅游网站，面向全球推广联盟城市的旅游资源；

2. To build Maritime Silk Road tourism website to introduce tourism resources of association cities to the whole world.

三、编纂、出版一部介绍联盟城市旅游资源的书籍；

3. To compile and publish a book introducing the tourism resources of association cities.

四、策划、制作主题旅游宣传片，在联盟成员城市的主流媒体播放；

4. To plan and produce a propaganda film about theme tourism and broadcast through mainstream media in member cities of the association.

五、整合联盟成员城市特色旅游资源，打造世界级海上丝绸之路旅游精品线；

5. To integrate characteristic tourism resources of member cities of the association and create world-class Maritime Silk Road tour line.

六、促进各联盟城市及其所属景区、酒店、旅行社等之间的交流与合作。

6. To press ahead with communication and cooperation between each association city and their scenic areas, hotels and travel agencies.
